Colorado Senator William L. Armstrong testified on June 3 and 4, 1980 on the Colorado RARE II issue of the proposed bill to preserve certain forest lands in the state. A copy of the Act (S. 2741), Armstrong's testimony, statements by Senator Dale Bumpers, and other communications make up the hearing record. Armstrong introduced his own version of a bill, one which he feels combines the conservation goals of Theodore Roosevelt with use management that satisfied the competing interests. His concerns relate to the need to include release language in the wilderness bill, to exclude areas with a high potential and/or productivity in rare and essential minerals, to balance boundary adjustments for grazing, to question fire, disease, and insect control, and to retain some forest land for normal land management. He repudiates the buffer-zone policy and suggests changes in the boundary. (DCK)
