A July 22, 1980 hearing on proposed legislation to manage automobile use heard testimony from federal and state government officials nd organizations involved in auto use management, ridesharing, and alternative transportation modes. The witnesses described public-awareness programs and ride sharing as ways to use highway travel more efficiently in areas where it is the most-appropriate option. The policy implications of these programs involve possible financial and legal incentives and the variety of transportation needs across the country. The voluntary response to energy conservation has been good, even though virtually all passenger travel in many areas is by automobile. Working with public preferences through vanpooling, park-and-ride lots, and other strategies is thought to be the most-effective approach. (DCK)
