Witnesses at a May 5, 1980 hearing on two bills (H.R. 6943 and H.R. 5140) discussed proposals that could ease compliance with national fuel-economy standards for automakers. Manufacturers, faced with shrinkage in their large and midsize car market and intense competition from foreign imports, are seeking relief from some of the paperwork and permission for those with partnership agreements to include foreign and domestic fleets in their fuel economy calculations. Small manufacturers especially feel that their existence is jeopardized by the present rules.
