National R and D policy: an industrial perspective

The proper role of federal research and development policy in improving the nation's industrial stance is examined. A major conclusion is that government has a crucial role to play in creating favorable conditions for commercial innovation, but not in actually producing those innovations. Recommendations include concentrating support on academically based research, concentrating on sunrise science and technology rather than industries and products, strengthening the climate for privately based innovation, and concentrating on development for government needs rather than on development for market needs.
