Sweden is the first country to have a proposal for permanent nuclear waste disposal. The disposal plan (KBS Report) is now undergoing review of American scientists. The review system is used by Sweden in place of hearing procedures, with mediators serving to resolve points of dissent. The plan could revive the Swedish nuclear industry, which has been halted by a legislative moratorium on nuclear facilities, until an acceptable waste disposal solution is found. The KBS plan involves storing spent fuel in a central facility for 10 years and then transporting it to France for reprocessing and vitrification of the high-level wastes. The vitrified waste will be placed in specified containers and returned to an underground repository in Sweden, where it will be retrievable for 30 years. After 30 years permanent storage containers will be placed in underground holes bored 500 meters into solid granite. The plan will allow a controlled leak of low level radiation. Reviewers will examine the plan for potential natural and political hazards.
