In August 1988, the U.S. Environmental Protection Agency proposed Solid-Waste Disposal Facilities Criteria (40 CFR Part 258) for municipal solid-waste landfills. This background document is the basis for the development of a portion of the Subtitle D criteria. The document presents information on case studies dealing with ground-water and surface-water contamination from municipal solid-waste landfills. The purpose of the document was to identify and describe human health and environmental impacts (excluding subsurface gas migration) that have resulted from the operation of municipal solid-waste landfills and, where possible, determine what role the design, operation, and location of the facility played in creating the problem.
