In August 1988, the U.S. Environmental Protection Agency proposed Solid-Waste Disposal Facilities Criteria (40 CFR Part 258) for municipal solid-waste landfills. This background document presents the Regulatory Impact Analysis (RIA) that was prepared to evaluate the Agency's proposed revisions to the Subtitle D Criteria for municipal solid waste landfills. The RIA evaluates the regulatory proposal relative to three alternatives in terms of costs, economic impacts, impacts on small entities, risk, and resource damage.
