The case for public investment in photovoltaic technology

Carefully conceived and timed public support for photovoltaics will compensate for market imperfections and help assure the broad diffusion of the technology. Technological innovation is the fundamental force in economic development. Investment in innovative new technologies can promote regional economic development as New England's transition from [open quotes]shoes to high-tech[close quotes] demonstrates. Governments must have infrastructure in place to attract high-tech companies and a skilled labor force, which requires investments in transportation, energy independence, research and education. Governments can also encourage innovative technologies more directly through investments that focus on a particular technology. This article describes a public policy framework for promoting the use of photovoltaics.
