High technology is a central facet of the overall restructuring of the world economy. Encouraged by corporate leaders in the Western world as a way to overcome a decade of inflation, falling output, and deep recession, multinationals are creating a new global division of labor by parcelling low-skilled manufacturing jobs to the Third World, predominately to women. High tech does pose major challenges by forcing a company to make large investments in engineering, by straining the pool of technological specialists and requiring a complex web of cross-licensing agreements among competitors, and by needing much smaller and more decentralized facilities in comparison to the large factories of the past. Challenges to the high tech trend must address the centers of control and decision making in the multinationals if they are to succeed. 2 figures.
