This report believes the response to the Exxon Valdez grounding was clearly inadequate in containing and recovering the spilled oil. No one had realistically prepared for a spill of that size in Prince William Sound, and a similar lack of preparedness may well exist elsewhere in the United States. According to this report, an important reason for this national unpreparedness is that no single designated leader or authority is responsible for ensuring the adequacy of preparations. Concerns have also surfaced about current oil spill containment technology and about the risks associated with water transportation of hazardous cargo. This report views improvement of prevention measures as a priority.
