The Senate Finance Committee recommends passage of S. 1739 with several amendments, notably the removal of user fees, which the committee feels will have no budget impact because user fees are not authorized by current law. The bill authorizes river and harbor construction improvements by the Army Corps of Engineers. The additional views of Senator Chafee, who feels the bill is weakened by not imposing cost-recovery user fees is also included.
