Achievement of safeguards development at the plutonium fuel production facility

The Power Reactor and Nuclear Fuel Development Corporation (PNC) in Japan has constructed a mixed-oxide (MOX) fuel fabrication facility, the Plutonium Fuel Production Facility (PFPF), to supply fuel for the prototype fast breeder reactor (FBR) Monju and experimental FBR Joyo with a 5-t MOX production capability. In 1986, voluntary cooperation began between PNC and Los Alamos National Laboratory (LANL) to provide technical support for the International Atomic Energy Agency (IAEA) for the development of an automated nondestructive assay (NDA) system for spent-fuel assemblies, and it evolved into a bilateral agreement between PNC and the US Department of Energy (DOE) in 1988. The PFPF safeguards approach established is in routine use between international and domestic safeguards inspections today.
