PNC activities in international safeguards cooperation

The key role of Power Reactor and Nuclear fuel Development Corporation (PNC) is to develop a wide range of technologies in the nuclear fuel cycle. Development of safeguards technologies are also carried out under international cooperation programs over the last 20 years. Tokai Advanced Safeguards Technology Exercise (TASTEX) was the safeguards technology improvements program for the Tokai Reprocessing Plant (TRP) in cooperation with four parties, i.e., Japan, the US, France and the International Atomic Energy Agency (IAEA). The exercise with 13 tasks was initiated in February 1978 and ended in May 1981. Japan Support Program for Agency Safeguards (JASPAS) is the program in which Japan supports the safeguards technology development for the IAEA, and started in November, 1981. PNC actively participated in the program as one of the major implementation organizations in Japan. The number of tasks carried out in Japan is 53 and 27 tasks are carried out in PNC. In order to establish safeguards system for a remote controlled and fully automated Plutonium Fuel Production Facility (PFPF) and fast breeder reactors, JOYO and MONJU. PNC started Cooperation Agreement son R and D of safeguards between PNC and the Department of Energy of USA in January, 1988. A number of un-attended more non-destructive assay (NDA) systems have been developed and installed in these facilities.
