Convinced that tar sands and heavy oil represent Canada's best hope for petroleum self-sufficiency, companies and government alike there are pushing development of extraction and upgrading projects in Alberta and Saskatchewan. Three multibillion-dollar commercial projects are planned or already under construction, and numerous pilot projects are in progress to test ways to produce and process the hard-to-get hydrocarbons. In addition, 2 heavy-oil upgrading plants have been proposed. The Canadian government estimates there is 965 billion bbl of heavy oil and tar sands in place in the 6 primary deposit areas. From those deposits could come 83.5 to 201.5 billion bbl of upgraded oil, depending on recovery rates and processing technology. A map shows Alberta's current tar-sand, heavy-oil projects.
