The population of low-lying levels of odd nuclei in the range of mass number A from 35 to 209 excited in inelastic scattering of fast reactor neutrons is analyzed. From comparison of the experimental values of the level population with the predictions of the statistical theory it is concluded that for most odd nuclei agreement is observed between the predictions of the statistical theory and experiment. However, for individual levels of the nuclei /sup 55/Mn, /sup 89/Y, /sup 207/Pb, and /sup 209/Bi an excess of 2--4 times of the experimental values over the theoretical population is observed. The observed differences may be due to the collective nature of the level excitation.
