Seattle's Energy 1990: conservation as generation. [Program seeks to save 230 MW]

A year-long comprehensive study by the Seattle City Light utility resulted in the selection of conservation by the City Council as the preferred energy resource rather than participation in two proposed nuclear facilities. The adopted conservation measures require Seattle to conserve enough energy to serve half its average energy growth, which means that the utility must use econometric models for accurate load forecasting and must develop contingency generation planning with hydroelectric power as the preferred energy source. Over 30 separate conservation projects are focusing on public awareness and motivation. These include innovative advertising, residential audits, business seminars, and home insulation for low-income senior citizens.
