A discussion of the EPA's 1977 Amendments to the Clean Air Act, which emphasize the control of air pollution from new plants or expanded facilities by Prevention of Significant Deterioration (PSD) and Nonattainment (NA) regulations covers the new-source review process; the PSD regulations (their applications, control technology requirements, air quality review, and air quality monitoring requirements); the NA regulations (their application and general requirements); offset credit determinations; and national emission standards for PSD and NA areas (new-source performance standards for conventional pollutants and national emission standards for hazardous air pollutants); and points out the effects of these requirements on the hydrocarbon refining and processing, storage, transport, and marketing industries; and includes tables on synthetic organic chemical manufacturing industry (SOCMI) source categories and benzene sources in chemical manufacturing for which National Emission Standards for Hazrdous Air Pollutants (NESHAP) may be set.
