An automated system for determining applicability of regulations

When assessing compliance with environmental regulations a wide variety of regulations at the federal, state, and local levels must be considered. Given the number and variety of sources at industrial facilities and military installations this task can be daunting for their environmental personnel. As part of the development of the Air Compliance Advisor (ACA) software package, an automated scheme was developed which compares emission units at an installation with a built-in regulation database. Currently, the ACA contains only federal regulations. These regulations include: New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAPs), Maximum Achievable Control Technology (MACT) standards, and New Source Review/Prevention of Significant Deterioration (NSR/PSD). Through the use of the ACA, the labor intensive process of determining which regulations apply to which sources, and whether the requirements of the individual regulations are being met, can be greatly reduced.
