The government of Alberta in December approved a stop-loss loan to Syncrude Canada Ltd. to assist in Syncrude's C$750 million expansion program. Syncrude says that the Alberta loan will enable it to proceed with the 20,000 barrel per day expansion project. According to the agreement, if oil prices should fall below US$15 per barrel Syncrude will absorb the first $30 million in shortfall and the Alberta government will absorb the next C$150 million in the form of a loan. On the next C$150 million deficit, Syncrude would absorb two thirds and the government one third. The agreed government participation would never exceed C$200 million and it would be repaid over a period of 15 years with an annual interest of 9.5%.
