Load forecasting in today's environment

This paper examines the basic influences on load growth and alternative methodologies which can be used to quantify these influences, using specifically, experiences at the Tennessee Valley Authority. The TVA approach to load forecasting is designed mainly to explain four broad influences on load growth--economic activity, conservation, substitution of electricity for scarce fossil fuels, and increased use of electricity for pollution abatement in industry. TVA utilizes different methodological approaches in forecasting in order to quantify the four factors influencing load growth. These methodologies include trend forecasts, engineering models, and econometric models. These methods are combined with various sources of information including discussions with customers, surveys of pollution abatement and substitution, and forecasters' judgment in order to derive a forecast of electricity consumption.
