The bill would remove the burden of economic regulation from oil pipeline markets that operate under competitive circumstances and for which regulation would not be efficient or effective. At the same time, the bill provides for continued economic regulation of those pipeline markets for which such regulation will increase economic efficiency and for which the benefits of such regulation outweigh its cost. The bill explains the regulations; commission rate regulations; and reporting requirements.
