The bill would amend the Hazardous Liquid Pipeline Safety Act of 1979 to require the Secretary of Transportation to promulgate regulations to ensure the safety of underwater pipelines. The bill refers to underwater pipelines which are greater than or equal to 8 inches in diameter or which have the capability of releasing more than 25,000 gallons of a hazardous liquid in a one-hour period of time. The bill describes reporting requirements; regulations to be recommended relating to sensitive aquatic environments; model mapping and survey regulations; inspection and testing of pipelines; measures to reduce shipping accidents; study and report of hydrostatic testing of pipelines; and requirements for pipelines that operate at a stress level of 20 percent of less.
