An apparatus is described for use with an internal combustion engine having an ignition switch, an accelerator device and a throttle valve for controlling movement of the throttle valve in response to a change in the position of the accelerator device, comprising: a signal source for generating an electrical signal indicative of the position of the accelerator device; a control circuit powered from a power source through the ignition switch for determining a value corresponding to a setting of the position of the throttle valve in response to the accelerator device position indicative signal; a throttle actuator connected to the control circuit for moving the throttle valve to the determined setting; and the control circuit including means for retaining the control circuit powered from the power source until the throttle actuator returns the throttle valve to its closed position after the ignition switch is turned off.
