An apparatus is described for use with an internal combustion engine having an accelerator, a throttle valve situated within an induction passage, and a transmission. It consists of: a first signal source for generating an electrical signal indicative of the position of the accelerator; a second signal source for generating an electrical signal indicative of the gear position of the transmission; a control circuit operable to determine a demand value corresponding to a setting of the position of the throttle valve in response to the accelerator position indicative signal; a throttle actuator connected to the control circuit for moving the throttle valve to the determined setting; and the control circuit including means for determining an upper limit in accordance with the gear position of the transmission.
