A study was conducted to determine which of the heuristic assignment techniques currently available to transportation planners in the U.S. provides the most accurate results for small- and medium-sized cities and to assess the potential for future applications of equilibrium assignment techniques. All-or-nothing, multipath, and capacity-restrained assignment techniques were applied to highway networks for Fond du Lac and Madison, Wis. The capacity-restrained techniques proved to be the most accurate. A method of assessing the behavioral validity of traffic assignments is proposed. (1 graph, 14 references, 6 table)
