Hearings were held November 17, 1980 on two bills (HR 5393 and S 1784) aimed at improving the efficiency of power pooling practices in Alaska. The bills allow the sale of surplus power from federal facilities to utilities as a way to save oil and take advantage of excess capacity intended for emergency situations. Coal-fired generation would be increased at the federal facilities and oil-fired capacity reduced. The bills also encourage military installations to purchase power from local utilities instead of operating separate facilities when this is feasible. Witnesses represented Alaska, utilities, the military, and government agencies, their comments focusing on the costs to government and the benefits to Alaska.
