Dr. John Gibbons of the Office of Technology Assessment (OTA) was principal witness at the hearing on the effects of US technology transfers on energy planning in the Soviet Union. The witnesses explored internationaal technological trade and geopolitical energy considerations in light of Administration foreign-policy inconsistencies over the west Siberian pipeline. The OTA's study finding - that the US as significant advantages in petroleum and computer technology - suggests that we have foreign-policy tools in the form of trade embargoes, linkages, assistance, and commercial options. Other witnesses from the Brookings Institution, public and private trade interests, and the State Department responded to the OTA report. (DCK)
