Microscopic calculations of the neutron spectrum in the reaction /sup 208/Pb(p,n)/sup 208/Bi are given for E/sub p/ = 200 MeV at small angles. It is shown that the distorted-wave impulse approximation and the structure representations of the theory of finite Fermi systems are applicable for description of the region of low-energy excitations 0less than or equal to-Qapprox. <30 MeV with small momentum transfer. A quantitative estimate is obtained of the value of the local charge of quasiparticles e/sub q/(sigmatau)approx. =0.8 which characterizes the weakening of the integrated strength of spin-flip low-energy transitions, and effects associated with it are discussed. A comparison with the results of calculation of the neutron spectrum from the similar reaction in /sup 90/Zr is given.
