These proceedings represent papers presented at the Back to the Galaxy conference held in Maryland. The papers summarize the current state of our knowledge of the large-scale properties of the Milky Way. The new data from space-borne observatories like the Cosmic Background Explorer (COBE), the Roentgen Satellite (Rosat), and the Compton Gamma Ray Observatory (CGRO) is presented. One-hundred and thirteen papers were presented at the conference and three have been abstracted for the database. (AIP)
