These proceedings represent papers presented at the 9th Astrophysics Conference held in College Park, Maryland, USA, in October, 1998. The topic chosen for this conference was ``The Universe at 2{lt}z{lt}5: After the Dark Ages, When Galaxies Were Young.`` Various aspects of cosmology including the cosmic microwave background, quasars, galactic bulges, dark matter, primordial protostellar clouds, galaxy evolution and mergers were discussed. Gamma ray bursts formed a special topic of discussion at the Conference. There were 61 papers presented at the conference,out of which 3 have been abstracted for the Energy,Science and Technology database.(AIP)
