Tank vessels of 20,000 dwt or more carrying oil in bulk design, equipment, operating, and personnel standards

The U.S. Coast Guard is promulgating an amendment to its regulations on foreign and domestic oil bulk tankers of 20,000 dwt or more which becomes effective on 1/1/80. Under the amended rule, the tanker owner and operator will be jointly responsible for those provisions relating to documents on board a vessel, personnel qualification, recording information, crude oil washing of tanks, restrictions on cargo carried, and alterations to vessels; and the operator will be responsible for operating requirements such as crude oil washing during a voyage, use of the inert gas system, and control of hydrocarbon vapor emissions. These standards will reduce the probability of oil spilling into the navigable waters of the U.S. and the world's oceans from tank vessel accidents, will reduce the amount of operational discharges of oil to the oceans from deballasting and tank cleaning and will contribute to the conservation of oil. Comments on these changes of responsibility should be received before 2/1/80.
