Tank vessels of 20,000 dwt or more carrying oil in bulk design, equipment, operating, and personnel standards

The US Coast Guard (USCG) is no longer considering amending, and is thus adopting, its interim final rule for foreign and domestic bulk oil tankers of 20,000 dwt or more which added standards for segregated and dedicated clean ballast tanks and crude oil washing systems, and which assigned certain responsibilities to tanker owners and operators for various operating requirements. The regulations and USCG response to a commenter's recommendations are discussed. This final rule is effective as of 1/1/80.
