Significant increases in energy prices can adversely affect U.S. overall standard of living and the already large deficits in our balance of payments. Of the alternatives to fossil fuels and nuclear power, Ocean Thermal Energy Conversion (OTEC) offers the greatest promise for substantial relief. In addition to initial use of OTEC ammonia for production of fertilizers and industrial chemicals, OTEC ammonia can be used as a hydrogen carrier for production of electricity. The report recommends that OTEC/ammonia plant-ships be given high priority and substantial funding within a National Energy Plan.
