A reactor is described comprising: a container having first and second open ends and adapted to be packed with particles; a porous diaphragm disposed at each of the first and second open ends of the container; an inlet chamber operatively connected to the first open end of the container, the inlet chamber including a working electrode, a reference electrode, a counter electrode behind another diaphragm, and a fluid inlet; an outlet operatively connected to the second open end of the container through which electrolyte solution is transferred back to the inlet chamber; and means for supplying an electrical potential to the electrodes.
