Gone, but not forgotten, are the lost investment opportunities of the US petroleum industry during the past decade. During critical negotiations and policy debates concerning the invasion of Kuwait by Iraq on August 2, 1990, one US analyst focuses on erosion of the energy-industry infrastructure.
