Emissions trading and what it may mean for acid deposition control

The recent introduction of market-based approaches in the air pollution control regulatory process has not been completely successful, and market impediments have led to the hoarding of emission-reduction credits. The experience of electric utilities in this market is important, since the emissions-trading mechanism could play an important role in meeting future acid-deposition control requirements. Impediments facing electric utilities are described in this article, and the emissions trading experience and viewpoints of electric utilities in the Ohio River Valley are outlined.
