A key policy proposal in the current debate over the control of acid rain and other pollutants is permitting companies to buy, sell, or lease emissions rights or ''credits.'' This book is a study of the theoretical and practical difficulties involved in the creation of a national emissions trading program, a survey of the positions of the utilities and public regulatory commissions toward such a program, and estimates of the potential environmental and economic impact of emissions trading. The authors demonstrate the advantages of controlling acid rain through a market approach rather than through a regulatory approach.
