Part 191, Title 49, of the Code of Federal Regulations requires that operators of natural-gas gathering, transmission, and distribution lines report major leaks by telephone to the Department of Transportation as soon as possible. Written reports must be filed within 20 days of detection of any leak that necessitates emergency action. The DOT also requires the submission of annual leak reports.
