Coal-leasing scandals

The 639-page Linowes Commission report on the shortfall in revenue from federal coal leasing contains something to please all sides of the issue. It also reveals policy details about the statutory framework of coal leasing that need more consideration. The report finds two errors in the way the Department of Interior handled the Powder River sale: (1) once it discovered that appraisal data had been leaked, it did not postpone the sale; and (2) it allowed industry to think the department would accept lower bids despite its field appraisals. The report emphasized the difficulty in determining the fair market value of federal coal leases. Of the comission's 36 recommendations, 30 are for administrative correction and the rest for congressional action.
