Hearings were held in San Francisco, San Diego, and Washington, DC on three bills designed to protect certain areas off the California coast from the Department of Interior's oil and gas leasing program. Witnesses over the four days included legislators, state and local officials, environmental and citizen groups, the fishing and ocean industries, and the oil and gas industry. The major concerns expressed were the importance of balancing environmental and energy needs and the need to consider affected industries in the decision making process. The hearing record includes the text of H.R. 2059, H.R. 3640, and H.R. 3864. Four appendices with material and statements submitted for the record follow the testimony of 119 witnesses speaking as individuals and in panels.
