California PUC learns invaluable lessons in dealing with cogen

California's Public Utilities Commission learned four important lessons during the past three years of dealing with cogeneration: (1) control the program and limit the amount of qualifying facility (QF) power, (2) control entry, (3) assign transmission capacity and costs, and (4) be nimble and minimize risk to customers. The author also notes several ancillary lessons relating to prices, interest groups, regulations, and utility markets. The author identifies the major elements of a long-term price offer for QFs.
