Utilities want unlimited role in cogen arena, FERC learns

Electric utilities want to be able to veto unwanted cogeneration projects, limit the amount of cogenerated power they but, determine for themselves how much they will pay for the power, and have unlimited access to the field through wholly owned utility qualifying facilities (QFs). They see cogeneration as a way to achieve deregulation, although many went through the motions of opposing Public Utility Regulatory Policy Act (PURPA) mandates. The author describes Duke Power's plan that would achieve utility goals, but notes that the Federal Energy Regulatory Commission needs to clarify the formulas for determining avoided costs and contracting techniques before utilities will stop opposing cogeneration projects.
