Public Law 96-294, the Energy Security Act of 1980, creates an independnt US Synthetic Fuels Corporation to foster the commercialization of at least 500,000 barrels of crude oil equivalent a day by 1987 (two million barrels a day by 1992) through various forms of financial assistance to private industry. Part One of this compilation includes the text of P.L. 96-294, a review of legislative intent and debate on the conference report in the House and the Senate, and the text of the Defense Production Act of 1950, as amended.
