The emission properties, electrochemical potentials, and picosecond transient absorption spectra of the chromophore-quencher complex, ((bpy)Re{sup I}(CO){sub 3}DMABN){sup +} (where bpy = 2,2{prime}-bipyridine and DMABN = 4-(dimethylamino)benzonitrile) were studied in CH{sub 2}Cl{sub 2}, CH{sub 3}CN, and in mixtures of the two solvents. The MLCT quenching process is attributed to the presence of a ligand-to-ligand charge-transfer state in the exited-state manifold.
