Volume 3 inventories western US mines and discusses factors influencing coal production. It includes production capacity, quality specifications, location, timing of availability, and quantities committed to contract. It covers all the major coal fields in the West. The report aggregates this information by coal basin while also supplying mine-specific data in appendices and maps. Regulatory, permitting, and institutional factors affecting western resource availability and productivity are also laid out. The report concludes that there are abundant supplies of western US coal available to meet the needs of the Pacific Rim buyers. The capacity of western mines is projected to increase from 189 million tons per year (Mt/y) in 1980 to 377.1 Mt/y in 1985 and 513.4 Mt/y in 1990. Contracts are already in effect for 47% of the planned 1990 capacity. The West has massive reserves that allow for even greater production should the market materialize. 57 references, 66 figures.
