Gainers and losers with lifeline electricity rates

Lifeline electric rates have been proposed as a means of mitigating the impact of generally higher rates on low-income households. The article presents empirical evidence as to the effect of lifeline rates on specific consumer groups. The author suggests that lifeline rates are a relatively inefficient method of accomplishing their stated objective. 1 figure, 1 table.
