Perspective: Occupant motivated energy management

This article addresses an approach to energy conservation/management by owners of multi-occupancy buildings. The approach is known as energy cost allocation (ENCA) and has progressed in Europe but has made little progress in the United States. The idea behind ENCA is that when tenants pay individually for the energy they consume they will consume less as opposed to when the landlord pays for it and includes the cost in the rent.
