Cogenerators in Michigan argue in favor of a 650 MW set-aside for cogeneration in addition to internal-use cogeneration projects and against allowing utilities to offer discount rates that would defer such projects. The author offers a four-step program to remove barriers to internal-use projects that would make state industries more competitive: (1) address unavailability of standby service and excessive standby rates, (2) review the performance and standards of utilities in providing interconnections, (3) investigate demand rachets for customers who install cogeneration, and (4) avoid utility tariffs which artificially induce deferral or cancellation of cogeneration projects.
