Events in the retail cogeneration market

The following events of 1987 are briefly discussed: (1) FERC's reversal and narrowing of the 1985 Alcon decision, which ruled that the customer of a cogeneration facility owned by another was not entitled to standby service under PURPA; (2) little action by utility commissions on special rate reductions known as cogeneration deferral rates or anti-cogeneration rates; and (3) partial-requirements service as a tool for directing cogeneration development. An increase in petitions for increases in partial-requirements tariffs in 1988 is expected.
