Mr. Dempsey discussed continued improvements in coal transport and noted efforts toward further improvement in this mode of already-energy-efficient transport. Lines providing such profitable commodities as coal are not likely to close. Mergers may help reduce operating costs and keep rates lower. Deregulation would benefit rail shippers with expanded and improved service. Mr. Dempsey feels there are business advantages and disadvantages and disadvantages to coal brokerage as a tool for lower rates on coal transportation, but alternatives exist. He says the rail industry opposes coal-slurry pipelines for reasons other than just self-interest. Piggybacking combines rail fuel efficiency and economy with truck flexibility, he notes. Finally, he observes that government energy policy shold be clarified, price controls on oil and gas ended, and subsidies giving competitive advantages to trucks and barges offset by full user charges.
